Replying to your favour of the 22nd instant, no passengers were booked to Chile per 3.S. "Rakuyo Hamu," sailed hence December 13th, as instructions were received by the Chilian Consul here not to permit any to go forward. We have since received advice from the Purser of the S.S. "Rakuyo Maru," and also from our agents at Panama, that 14 Chinese held tickets to Balboa, but that their pas ports, which were duly visaed by the Banama Consul at Hongkong, showed them as being in transit to Chila via Panama. Of these 14 Chinese 9 were deported by the Imigration Authorities at Panama at the expense of this Company for the reason that they were unable to proceed to their final destination.

Needless to say, we would not have accepted these Chinese for passage to Panama had we known that their final des- tination was Chile, and we would appreciate your kind co-oper- ation to avoid a repitition of such passengers securing the Panama Consular visa,
